Abstract

Neoliberal economic policies in the last period of the 20th century; It has brought about a transformation in the administrative-fiscal structure in the public sector for the capital accumulation process at different scales and areas. In the study, the metropolitan management system in Turkey; In the process that started with neoliberalism and globalization, it was aimed to evaluate it in terms of administrative-fiscal restructuring at the local level in the 2000s. In this direction, the expense budgets of 30 metropolitan municipalities for the period 2014-2019 in Turkey; It was statistically examined comparatively on basis of economic and functional coding. In order to allow this comparison, multi-criteria decision making methods (MABAC) were used. As a result of the statistical analysis, it was found that the administrative-fiscal structure of the current metropolitan administration system clearly reflects neoliberal economic policies.
