Yerel yönetimlerde stratejik yönetim anlayışı: Konya il özel idaresi örneği
Özet
Bu çalışmada, İl Özel İdarelerinde yeniden yapılanma, yeni yönetim anlayışı ve bu adımlara örnek olması bakımından Konya İl Özel İdaresi (İÖİ) stratejik plan çalışması ele alınmaktadır. 5302 sayılı İl Özel İdaresi ve 5018 Kamu Mali Yönetimi ve Kontrol Kanunları’nın uygulamaya yönelik birtakım öncelik ve zorluklarının bulunduğu bilinen hususlardır. Bu bağlamda çalışmamız, yasaların getirdiği yenilikler ve bu yeniliklerin neden olacağı sorunları ele almakta, stratejik yönetim anlayışının İÖİ’lerinde demokratik ve verimlik kriterleri bakımından avantaj ve dezavantajlarını ortaya koymaktadır. İÖİ’leri çerçevesinde “stratejik yönetim” kavramı üzerinde durulması, buralardaki yapı ve işleyiş ile stratejik yönetimin karakteristik özellikleri arasında bir ilişki kurulması, çalışmanın teorik altyapısının oluşturulmasında önemli ipuçları vermektedir. Yeni yasa döneminde demokrasiye yapılan vurgu, Meclis ve Komisyonların daha aktif ve etkin çalışmaları için getirilen mekanizmalar ve bütün bunları sağlamada sıkıntıya neden olabilecek olan İÖİ’nin imaj sorunu stratejik yönetim anlayışıyla belli ölçüde düzeltilebilecek gibi görünmektedir. Stratejik yönetim anlayışıyla ilgili en önemli sorunlardan biri olan modeli sadece planlamaya indirgeme yanlışını Konya İÖİ örneğinde test etme boyutu da ortaya çıkacaktır. In this study, the strategic plan study of Konya Special Provincial Administration (CBC) is discussed in terms of restructuring in Special Provincial Administrations, new management understanding and example of these steps. The Special Provincial Administration No. 5302 and the 5018 Public Financial Management and Control Laws are known to have some implementation-related priorities and challenges. In this context, our study deals with the innovations brought by the law and the problems that these innovations will cause and reveals the advantages and disadvantages of the strategic management approach in terms of democratic and efficiency criteria. Focusing on the concept of yönetim strategic management, within the framework of the CBCs, establishing a relationship between the structure and functioning of these structures and the characteristic features of strategic management gives important clues in establishing the theoretical infrastructure of the study. The emphasis on democracy during the new law period, the mechanisms for the more active and effective work of the Assembly and the Commissions, and the image problem of the CBC, which may cause difficulties in providing all of these, seem to be corrected to a certain extent with the understanding of strategic management. The dimension of testing the mistake of reducing the model to planning, which is one of the most important problems related to strategic management approach, in the case of Konya EPC will also emerge.
